Central Locations across Spatial Scales: A Quantitative Evaluation for Italy Using Census Enumeration District Indicators

‘Marginal’ urban settlements can be assumed as specific locations within a metropolitan area that are unable to attract (incoming) commuter flows. The official statistical system of Italy (headed by the National Statistical Institute, Istat) introduced summary index ‘urban marginality’ following original definition proposed national, ad hoc Parliamentary Committee and assessing together social vulnerability material deprivation at sufficiently detailed spatial scale. More specifically, index—intended composite indicator territorial marginality with normative meaning—was calculated elaboration commuting matrix derived from decadal population censuses considering municipal-level resolution. In this perspective, ability given municipality bigger (or smaller) inflows than outflows, indicates demand for services allowing identification (respectively) central places peripheral locations. Starting described above, our study generalizes approach wider background context, investigating roles scale geographical coverage. By providing novel (functional) centrality periphery, we analyzed patterns submunicipal level, indirectly focusing on processes local development. A clustering standardized polarization quantifying home-to-work daily travels delineated (homogeneous) areas taken sinks (centers) or sources (peripheries) empirical results also demonstrate neighborhoods (i.e., contiguity order) did not affect functional classification territory clustering. Our provides dynamic innovative interpretation hierarchy using simplified data censuses.
